A First Amendment audit in Tampa, Florida escalated into a tense confrontation between a disabled veteran and local law enforcement after officers stopped and detained him while he was photographing the perimeter of a military installation.

The auditor, who identified himself as a military veteran and was visibly using a wheelchair due to a disability, was approached by officers who objected to his photographic activity near what appeared to be a military base.
